I was eating a watermelon flavored dumdum today and realized?

that it tastes exactly like a jolly rancher water melon piece of candy. to say the least i was quite surprised by this, as neither of the two candies taste like watermelon. so my question is, how can two companies make candy exactly(the same) wrong tasting? Is there a candy board that convenes and decides what candy will taste like for all companies? "we know this taste nothing like watermelon but this is what all watermelon candy will taste like from this day forward. the board has spoken"
