What are the laws pertaining to intersection crashes in New Jersey where a stop line exists?

If Car A had a stop sign, and failed to grant the right of way to Car B, Car A is at fault for the accident. Car A should not have pulled into the intersection especially if Car B was allegedly speeding. There could be some comparative negligence on Car B given the point of impact particularly if the damage was to the right side of the vehicle. The is would suggest that Car A was at least 3/4 of the way through the intersection, and Car B could probably have avoided the accident.
