Tight budget waterfront wedding in Maryland?

I am on a very tight budget, but I do not want to limit myself to a court house wedding. I am just dreaming of a waterfront wedding. I am looking in Maryland, anywhere! I would like to know about somewhere that offers a package; decorations, menu, photography, DJ, ceremony, reception, etc.... Please help the poor girl in need, Thank you very much!!!
