Camera won't turn on?

I have a Casio Exilim EX-Z75 camera, I have had it about a year now. And a few days ago I was going to charge the battery (it has a lithium ion rechargeable battery) the the battery charger usually lights up red when it is charging, but now it is blinking red. And when I put the battery in the camera, the camera wont turn on. So do you think it needs a new battery or a new charger?
